TK-880 UHF low power

Hi all., I have a tk-880 UHF that I need 1 watt out of . I have turned it down in the software to 5 watts and when I go lower it drops down to zero, its being used as a link radio and will be on a dummy load. can somone tell me if theres a way to get it down to 1 watt??. thank you very much. I had the same problem, trying to turn the radio down to 2 watts. No go. The lowest I could go safely is 5 watts knowing the radio will transmit.
